Simpson Barracks closes tomorrow - Tue 2 June, 12:00 pm ACT

S-EST10702 -- Simpson Barracks Building Refurbishment (VIC) closes tomorrow at noon ACT. If you have an active response, lodgement closes in hours.

The two other live Defence estate closes this week are Russell Lift Refurbishments (S-EST10829, ACT, Fri 5 Jun) and Charles Perkins House Lighting Upgrade (NRD07664, ACT, Mon 8 Jun). Both are accessible at Entry-level DISP.

The Defence estate programme now has 11 active S-EST packages across QLD, SA, VIC, and ACT simultaneously - a high-volume window for DISP-holding firms. The full list is in the Federal tab above. Firms without DISP: the minimum DISP setup is Entry-level + AGSVA Baseline clearances, measured in months not years.

Four QLD civil packages are active simultaneously this week -- a cluster that rarely lines up this cleanly. This is the highest concentration of TMR and SEQ civil tender activity since Q1 FY25-26.

The Caloundra Transport Corridor Upgrade (ITT242) is the standout. Two separable portions of civil construction on the CTCU -- a major piece of Sunshine Coast infrastructure that has been in planning for years. This is not a routine road maintenance package.

BW347/26 Rosewood Marburg is DRFA-funded embankment restoration -- post-flood piling works on a priority corridor. Prequalified suppliers only; if you are not already on the register this one is not accessible on short notice.

The NQ Asphalt Package 1 requires A3 and F10 prequalification. TMR's Northern District seasonal asphalt programme runs predictably year-on-year -- firms with the prequalification and Northern District plant capacity should have this in their pipeline plan.

The three BCC awards above are the first council-level contract disclosures in the Demiton index. They are from Brisbane City Council's contract register only - Gold Coast, Logan, Moreton Bay, Ipswich, and Scenic Rim data is now indexed but detailed award rows from those councils will appear in issue 004 as the pipeline processes the registers.

What to watch. BCC civil and civil-services spend runs to hundreds of millions per year. The three awards above (parking meters, bus depot wash bays, EV chargers) are infrastructure-maintenance scale - not the headline civil work, but indicative of the volume and diversity of spend accessible via direct council procurement rather than the main TMR channel. The reseal, stormwater, and drainage tenders in the Council tab above are the categories that will be most relevant to mid-tier civil firms over the coming months.

ABN matching caveat. The BCC register uses supplier name rather than ABN in the disclosure CSV. The three awards above were matched via name_match (confidence < 1.0). Verify ABNs via ABR before using these figures for benchmarking or compliance purposes.

No change from issue 002. The three-hike sequence (Feb, Mar, May 2026) is complete. The June board meets in 16 days; the consensus is a hold. Construction full-time adult AWE is $2,112.40/week (ABS AWE, 2025-S2) -- growth at +0.94% HoH, below the 5% escalator most civil contracts price in. Over-provisioning for labour cost inflation on 12-24 month jobs.

WA Goldfields flood alerts -- relevant to Wiluna North Road

Major BOM flood alerts are active across the Central West, Goldfields, Great Southern, and South West WA forecast districts. The Wiluna North Road Resilience Project (4km reformation and seal, remote WA) sits squarely in the Goldfields alert zone. Ground saturation on unsealed access roads can close a remote site for days to weeks. Contractors pricing this package should include a meaningful access-risk allowance -- or let it thin the competitive field.

NSW river system alerts -- Cabonne bridge programme

Major flood alerts remain active on the Manning and Gloucester Rivers, Hastings River, Myall River at Bulahdelah, and Wallis Lake at Tuncurry. The Cabonne bridge packages (Manildra & Cudal pedestrian bridges, Edward St/Baghdad Rd traffic bridges) are Central Western Tablelands and not in these flood catchments directly -- but transport routes via the coast cut through affected areas. Confirm delivery routes before mobilising plant.
