CLOCS-A logistics management plan: Appendix C and the one-month update

The construction logistics management plan, or CLMP, is the Principal Contractor's plan for the logistics of a CLOCS-A job. It is set out in Appendix C of the Standard and is its own document, separate from the traffic management plan. It must be updated within one month of a change to processes, plans or operating procedures.

Demiton is not CLOCS-A, is not an accreditation body and accredits no one. This is an independent explainer. Every duty and item below is read from CLOCS-A Standard v1.6, published 21 April 2026, read 21 October 2026.

The short answer

Update the construction logistics management plan within 1 month of a change to processes, plans or operating procedures (App C(j)). It is a Principal Contractor duty with a window of 1 month. A Principal Contractor duty, binding only where the client's contract requires CLOCS-A. CLOCS-A is a national voluntary Standard (s 1) that binds a contractor only when the client's contract requires it (s 3), or once the contractor is accredited.

The clock is the interesting part. The rule is not a review every so often; it is a deadline that starts when something changes. For example, a new haul route, a change to site access, a switch of transport operator or a revised operating procedure each starts a month in which the logistics management plan has to catch up. A plan that was accurate at tender and is now a year behind the job fails the clause on the first change it missed.

What the library holds from Appendix C

One row. The table sets it beside the two traffic plan rows so the difference is visible, with the clause for each.

The logistics plan and the traffic plan are two documents

The construction logistics management plan (CLMP) is its own document, separate from the traffic management plan, and no register records when it changed, so this is recorded not_collected. The library's traffic management plan row, cl 5.3.4(a)(i), asks the Principal Contractor to keep a construction traffic management plan that includes Traffic Guidance Schemes and Vehicle Movement Plans. The plan must also be reviewed, but the Standard states no review interval.

The practical difference is in the two clocks. The logistics management plan has a stated deadline: one month from a change. The traffic management plan has a stated content rule and no stated interval. A contractor who keeps one document for both will meet one of those and miss the other, which is why they are kept apart.

The traffic management plan page takes clause 5.3.4 and the risk register review.

Keeping the one-month rule

The Standard states the deadline; it does not say how to evidence it. These are practices, not clauses, and are offered as a way to be able to show the rule was met.

  • Date every revision of the plan, and record what changed and who approved it.
  • Log each change to processes, plans or operating procedures on the day it happens, so the month has a start date.
  • Check the log against the revision register: no change should be older than a month without a revision after it.
  • Brief the transport operators when the plan changes. The operators work to it every day, and the daily pre-start is the first place a stale plan shows.

What this page does not hold

It does not hold the rest of Appendix C: whatever else the Standard requires a construction logistics management plan to carry. The library holds the update rule at App C(j) only, so this page states that rule and the difference from the traffic plan, and leaves the contents to the Standard. A page that listed the other items would be typing them, and the Standard is the place to read them.

Read the CLOCS-A Standard for Appendix C in full, your contract for whether CLOCS-A binds you, and the CLOCS-A guide for the duties the library does hold.

What this page is, and is not

It is the clause text this library holds from the CLOCS-A Standard, with whom each duty binds. It is not legal advice, it is not accreditation, and it does not score anyone's readiness. Read the Standard and the contract you signed.

Clauses read from the obligation library, release v22, last checked against the source on .

Common questions

How quickly must the logistics management plan be updated?

Update the construction logistics management plan within 1 month of a change to processes, plans or operating procedures (App C(j)).

Who has to keep a construction logistics management plan?

The Principal Contractor. A Principal Contractor duty, binding only where the client's contract requires CLOCS-A.

Is the logistics management plan the same as the traffic management plan?

No. The construction logistics management plan (CLMP) is its own document, separate from the traffic management plan, and no register records when it changed, so this is recorded not_collected.

Does the library hold all of Appendix C?

No. It holds the update rule at App C(j) and nothing else from Appendix C. Read the Standard for the rest of what the plan must contain.
