Which laws set a contractor's payment and safety duties in Ireland?
Two instruments do most of the work on an Irish construction job. The Construction Contracts Act 2013 sets when you claim, when the other party must respond and pay, and how a payment dispute goes to adjudication. The Construction Regulations 2013 set who supervises safety, who notifies the Health and Safety Authority, and who holds a Safe Pass card.
Payment: the Construction Contracts Act 2013
The contract sets the payment claim dates, or the Act's Schedule does. The payment claim notice is due within 5 days of each claim date, a contested claim gets a response within 21 days, and where the Schedule applies payment is due within 30 days. A pay when paid term is ineffective, except after the third party's insolvency event listed in s 3(6) (winding up, receivership, examinership, bankruptcy adjudication, or the equivalent under EU insolvency law).

Safety: the Construction Regulations 2013
The client appoints the two project supervisors: appoint in writing a competent project supervisor for the design process before design starts, and one for the construction stage before construction work starts, and get each appointee's written acceptance (reg 6(1)-(5), 7(1), 7(3), 24(2)). Required only where the work involves a particular risk (Schedule 1 lists falls from height, burial under earthfalls, work near high voltage lines, wells, underground earthworks and tunnels, explosives and others), more than one contractor is involved, or the project must be notified under reg 10. And for the workers: make sure every construction worker under your direct control holds a valid Safe Pass card, and a construction skills card for any task Schedule 5 lists (reg 4(2)-(4), 25(1); Sch 4 para 2 (S.I. No. 129 of 2019 reg 4), Sch 5).
