Who prepares the safety and health plan and the safety file?

Under Ireland's Construction Regulations 2013, the PSCS develops the safety and health plan before construction work starts and keeps it current. Every contractor gives the PSCS what the safety file needs. The PSDP completes the file, and the client keeps it available for later work on the structure and hands it on at sale.

The plan before the work, the file after it

The plan is for the build: the PSCS develops it before construction work starts and keeps it current (reg 16; 24(1)(g)-(i)). The file is for whoever works on the structure next: every contractor feeds it (reg 21(1), 24(1)(e)), the PSDP completes it, and the client keeps it (reg 8(1)-(3), 13(b)).
