Who must appoint a PSCS and a PSDP, and what do they do?
The PSDP is the project supervisor for the design process and the PSCS is the project supervisor for the construction stage. Under Ireland's Construction Regulations 2013 the client appoints both, in writing, before design and before construction start, on any project with a particular risk, more than one contractor, or a notifiable size.
The appointments, and who else a site needs
The client appoints the two supervisors. The PSCS appoints a safety adviser on a large site, and every contractor appoints safety officers once enough people are under its direct control. The thresholds are in each duty below.

- Required only where the work involves a particular risk (Schedule 1 lists falls from height, burial under earthfalls, work near high voltage lines, wells, underground earthworks and tunnels, explosives and others), more than one contractor is involved, or the project must be notified under reg 10.
- Before the design process or construction work starts, with no day count, so no window is recorded.
- The client may appoint itself, or one person to both roles, if competent (reg 6(2)), and must be satisfied each appointee has allocated adequate resources (reg 7).
- A contractor that is not aware of the appointments must promptly tell the client of its duties under reg 6 (reg 24(2)).

- A standing duty triggered by headcount, with no window.
Appoint in writing one or more competent safety officers when more than 20 people on a site, or 30 in construction work, are under your direct control

- Binds every contractor that normally has that many people under its direct control at any one time.
- One safety officer may serve a group of sites or several contractors jointly (reg 26(3)), and the site's safety adviser may also be its safety officer (reg 26(4)).

The PSCS notifies the HSA, develops the safety and health plan and keeps the record of each contractor's Safe Pass confirmations.
