When must a construction project be notified to the HSA?
Under Ireland's Construction Regulations 2013, two notices go to the Health and Safety Authority on a larger project. The client notifies the project supervisor appointments. The PSCS notifies the project particulars before construction work begins and displays them on site. Both apply above the same duration and person day thresholds.
Two notices, two senders
The client notifies the appointments (reg 10). The PSCS notifies the project particulars before construction work begins, and displays them on site (reg 22(1), 22(2); Sch 3). Neither notice has a day count. On the client's notice, the library notes: 'Promptly', with no day count, so no window is recorded; 30 working days and 500 person days are the thresholds for the duty, not its window.
