Who needs a Safe Pass card on an Irish construction site?
Under Ireland's Construction Regulations 2013, every craft and general construction worker, and on-site security staff, needs a valid Safe Pass card. Listed tasks such as scaffolding and crane operation also need a construction skills card. On each worker's first day, their contractor checks the card and confirms it to the PSCS in writing.
The card, and the check on day one
The worker holds the card. The contractor makes sure of it (reg 4(2)-(4), 25(1); Sch 4 para 2 (S.I. No. 129 of 2019 reg 4), Sch 5), and on the first day confirms it to the PSCS in writing (reg 25(2), 17(5)). A card is valid for 4 years from completing the programme (Sch 4 para 2, substituted by S.I. No. 129 of 2019; the Covid-19 extensions in S.I. No. 102 of 2020 and No. 528 of 2021 have all run out).
